Yes you can, but to get a REAL GOOD spot in line you need to come by 6:00am. I went at 5 am and by 6:30am there was already a huge line. Early bird gets the worm with this one.
I highly doubt it, just come in the morning no later than 7:30 in the morning and get a ticket to try and take an online application if it's available. Only appointments are being accepted. Nothing else.
