It helps to have an appointment, but it's not mandatory. Some DMV offices are now open every Saturday 8 to 5pm check DMV website for list. www.dmv.ca.gov

Online, I checked 3 different DMVs 5 weeks prior to my birthday and couldn’t get an appointment BEFORE my birthday. I called the DMV general line and held for 50 minutes. I hung up and requested a “call-back”, which happened 1.5 hours after my call. The scheduler was able to find me a cancellation appointment, but beware, it was two weeks out (but OK in terms of my birth date. All of this is to say, the DMV are flooded, so I would call 5-6 weeks before your birthday. In addition, there are now two different types of driver’s licenses. If you want what they call a “Real License”, you’ll need to bring in several different documents and must actually go into the DMV. If you are OK with a “Limited License”, you can do it online, but it can’t be used as ID to travel outside of the US.
