It would be better to go around 4 in the morning. Get in line. They give out about 80 numbers. The rest if the people in line will get a number to go back at 2 pm. The earlier you get their the better. They are fast when they open at 7:15 am., each morning.
You can, but not everybody can. Best thing to do is try, and if you can't, it will give you a number that you take to the dmv like an appointment but won't give you a date. best thing to do it try though.
