Actually you DO have to pay--per dog each visit unless you pay for entire year pass (good at various parks)
Each time that the Milwaukee County Parks worker is there, they will ask to see the dog park tag for the year. If you do not have it, they will expect you to pay $5 for the day. Sometimes the person will give you a pass but tell you to always bring it with you. The park staff is not always there, you will never know when they will be there or not.

You need to pay a daily fee (per dog) or have an annual permit (NOT the dog license) per dog. True whether the ranger is there or not, be honest, it pays for the upkeep.
