Yes, but the only exception being that you would only be allowed to buy a Junior Gray membership which is for minors between the ages of 16 and 17. This membership requires your parent/guardian to sign a document so they must be present at the time of your sign-up.Once you turn 18 then you can switch to either a Gray, Blue, or Green membership.
