Everyone has answered the question for indoors but depending on the season you go the answer for the outdoor area is that there is a splash area for kids that age and a large wave pool that they could stay in the shallow water or wear a lifejacket and go in deeper with an adult. The park does provide life jackets.

They had a toddler pool area that my 3 year old son enjoyed. The water level is really low and they even have a little mini slide they will enjoy. The bigger water playground is good for that age as well because water level is ankle/calf high. In addition, the water park has special tubes for babies/toddlers for them to enjoy the lazy river with their parents.
There are plenty of spots for little kids too. There is a kiddie pool with a little slide my daughter loved when she was 2.
Yes, things like all slides, a lazy river, a surf simulator, a hot tub, and a water park. If you get hungry you can eat.
