Backpacking is allowed along the Appalachian Trail which runs through the park. Check ahead where you plan to camp as some sections are closed to camping.
I don't believe there is much legal backwoods camping allowed at all in NJ (lifelong resident here). I think someone rightfully suggested to call the park office, as they can give more detailed answered, but expect that type of opportunity to be very limited. Even on the AT, NJ may require you to camp at designated shelters/sites.
You should call or go to the visiting centers at the park..someone should be able to give good ideas. They were very helpful when I called.
I believe you can camp in designated areas. There are a lot of areas to Delaware Water Gap.I am not from PA or Jersey so unfortunately i can't suggest other areas. I hike in many different states. I can tell you if you hop on the AT you will find camping options as well in either of those states. Good luck
The National Parks Service calls it "backcountry camping." Within the recreation area, backcountry camping is permitted only along the Appalachian National Scenic Trail and only for hikers on extended trips. Camping is restricted to through-hikers who are hiking for two or more consecutive days. Camping is limited to one night and ten people per campsite. Self-contained stoves are permitted; ground fires, charcoal stoves and grills are prohibited.
