Yes, in general you do. There are 2 days a season that are open to fish without a permit, this year one was on July 4th and the other was near the end of May. They stock the rivers for these days , not sure when else they do

RE: multiuse trail rules. The recommendation is that bikes stay to right and walkers to left. There is no clear line dividing traffic flow. So East bound cyclists and West bound walkers are constantly face to face? Why not standard road rules?
