RE: multiuse trail rules. The recommendation is that bikes stay to right and walkers to left. There is no clear line dividing traffic flow. So East bound cyclists and West bound walkers are constantly face to face? Why not standard road rules?

I believe, it is a universal advice for pedestrians to walk against the traffic, facing the cars (when cars approach from behind, one cannot see them, and it is hard to evade them if necessary).

Victor is correct. Runners & walkers travel against the flow of vehicle traffic so they can see what's approaching
