Agreed the party room is tight and they have restrictions on what you can and can not bring. Yes they do have a package for the balloons and Ballon drop but to stay on the budget friendly try to bring as much of your own as u can
They have a package that provides balloons. I would call about the arch and backdrop.... there isn't really a place for it in the party room.
