Lovers locks. I was always told they represent couples.
Might be a take off on famous Parisian tradition of putting a lock on a certain fence in Paris at the time of getting married to publicly symbolize the " bond". In Paris the weight of the volume of locks required the piece of fence to be replaced, it was buckling. Since it was on the riverbank it posed a danger. Or maybe it isn't, who knows.

Lovers locks are basically a folk lure that is supposed to keep the bond between two people solid, whether it be a couple or a friendship. It's a fun cute thought, and for superstitious people, a more serious gesture.
