Yes. It is super busy and crowded most of the summer. If you're a local, i would suggest other less known parks in the area.
Since it's so close to bend it can get busy, there can be noisey campers but that depends. I would look up the local concerts at the Les Schwab Amphitheater, that might give you an idea of some of the campers around you. Beautiful day use area next door on the river. High dessert campground so not alot of privacy if you camp un the middle. Choose a site on the outskirts and you will be happy.

Honestly it depends. Lots of kids when we were there and the people next to us were noisey. They left and new people were quiet. The place was packed mid week. We were there mid June.
In the weekends it can get a little crowded. Especially during longer holiday weekends.
Parking might be a little tight at times but it shouldn't be too crowded or noisy
