I was given a rental that had two bald tires. The car only had 26k miles on it, and I had a blow out. I had to drive 98 miles on a spare, to get to the nearest Budget location. The Budget representative told me there was a car waiting for me at the location. There was not one. I had to go to a Firestone and had to wait for them to put two new tires on a basically a brand new vehicle. It wasted a full day and a half of my vacation. I will never recommend or rent another vehicle from your company!

Apparently they don't actually wait on people in the right order, or care to ask. We got to the counter in the garage, it was empty, someone was even there before us waiting. The avis counter next to it was flowing just fine. It turns out we should have gone to that side too, but they never even asked us no matter how long we stood there. Also, the lady at the initial desk kept saying we were getting a Kia optima, and pressured us several times to upgrade. We said no. When we got to the car it was Subaru, which is fine, just get it right. Then, we found dirt and debris in the little nooks like cupholders, fry's under the seat, so basically they barely cleaned anything. Also the wiper blades barely worked on the passenger side. This is not a good start.

This was the dirtiest rental car we have ever rented. There was a paper in the console that said the car was thoroughly cleaned and disinfected and it was completely disgusting. Crumbs and sticky stuff around the shifter and in the door handles and something had clearly been spilled down the seats in the back. There was no one to talk to about it in the garage where we picked it up. We also waited about 20 minutes to get through the gate because no one was in the booth.

Staff will ask personal questions and try to upgrade you. Worse, they will ask you what insurance coverage you want, without telling you it's optional and not needed because your own car insurance (and in my case travel credit card) already covers your rental. Lastly, I reserved car through Costco for $350 but my total ended up being $450. I've never had a rental be that off. Otherwise, the car was fine, return staff were great, and the person who rented me car was just doing her job. Update: A Budget representative responded to my complaint regarding price difference and it was because I picked up car early so reservation went over by one hour. They refunded me the overcharge. That was pretty decent of them. I changed my 1 star to 4 star rating. I still don't like the reservation people trying to upsell me but I realize they're doing their job. Company should change policy to not badger people though, and especially not sneak insurance coverage by making it seem like it's required. It's a statically unlikely event, I was fine without it, and I have personal and credit card insurance for the rental.

You have to contact the company because that would be considered a one way rental
If you are traveling with someone I've found it to be easier for one to go get the rental while other waits with pets/luggage. Then pick up from airport and only load one time and not need to load, unload into bus and reload into rental. If traveling alone, you could check with curbside porters to see if they could hold your pets while you get your rental. I would call the Budget office directly and check with them to be sure prior to arrival regardless do you know your options.

I dont think you can be transferred to the actual guys at the rental facility i tried many times no luck at all which is negative impact on their ratings

Yes, you can book that way online. It will usually cost more unless they happen to need vehicles moved there (not normal but it does happen)
You will have to call the person in charge at SeaTac. Since you have a longer rental they may make the effort to get you that vehicle. Good luck!

I would also recommend pre-paid option when you book your car and make sure to confirm cancellation policy if you pre-paid. There are (sometimes) separate priority pickup lines so you don't have to wait in long general line for pickup. I was not aware of it and spent more than hour and a half at Budget rental at Sea-Tac location in Seattle.
