Zero privacy. Other tenants have nothing better to do with their time than spy on their neighbors and pretend they're some sort of neighborhood watch group. If you call the office they usually don't answer; probably because they're outside smoking.

Not sure on availability. Income based. Waiting list. Go by there and get an income sheet, put name on waiting list and fill out application.
