I understand this 100%. We have babies and it's 1.30 am. This dog will not shut up for the last 2 hours. No one can sleep. Control the dog or get rid of it.
I would contact Chesterfield County's non emergency number and advise of the situation. Their number is (804) 748-1251. Not sure if they can help, or pass along the information to a police officer l, but at least they will be able to tell you what you (or what they) can do.
