There are specific times in which contractors may work. The city code is on the website. It is actually more restrictive than many cities. Sandy Springs is a busy city and growing.

I think they can, since they're not actually parking, but just stopping, just like the USPS, a newspaper delivery person, etc. In fact, they're not supposed to pull into people's driveways.
