Biked the c&o, locks are cool but parts of the c&o bike path are very very rough, you will really hurt your butt, and a lot of people without gravel tires had flats, broke peddles, neck tube failure, etc.... The Great Alaghanie Passage was much better.

Nope unless u take classes from calleva or other white water kayaking schools
Most of the locks can be stayed at. You need to call though to see if its available as they only allow one group to camp at a lock house at a time. However if you just want to camp along the trail there are a few spots on the trail within a mile or two of this this lock that could be available, as hiker / biker spots are first come first serve.
