On Texas parks and wildlife, lake forest is listed as a community fishing lake. So yes, you're good to fish.
Know that copperheads have been known to provide the kindness of a 'dry' courtesy bite on occasion. There is a sign that says something like no swimming or wading. You're on your own if you choose to ignore it.
You should call the city of Denton parks Department. I've seen folks fishing but never seen any canoes or any other paddle types of boat.
