When I go it's usually on Saturday and rarely have much of a wait. However I found it's faster to to the BMV to renew as opposed to doing it on site. Plus you don't pay the service fee
If I'm not mistaken you can take it up there anytime you like
It will say in your registration renewal, and then it's every other year.
This year is even year cars so yours would be next year.
