Legal aid can help with this issue. Or they will guide you through it. I just had to tell a family member to call them fore their parent that had dementia.
He would have to go back to the county in which the charges where made. Seeking assistance through the Legal Aid, they would be glad to point him to the proper place to gain the knowledge needed to clear his name
If they receive mail there you have to go through the court system with legal eviction pricesses. They have to given a notice and 14 days to remove their belongings. Blessings

I would imagine if they served one sentence then got into the same predicament again, since it's probably for a different time period

I've never heard of that.People live in homes all the time without water and even electric.They are supposed to give you so much time to fix the issue.The hose broke to our sump pump so the water was going on the sidewalk in between the house and our neighbor who was a jerk called the city and they came and gave us like 15 days to fix it.Look up Ky landlord laws,that's how I found out some things about things my landlord was doing that was unlawful.I hope your landlord ain't Mrs Haycraft

This legal aid only helps with civil matters like landlord evictions and bankruptcies.
If this is your first court appearance for this they will give you an option to hire a lawyer and legal aid does help people with civil cases.you can get on their website and fill out the application and they will contact you within 2 days and let you know if they can help you.
Legal Aid does not do criminal defense. Louisville Bar association has a number for lawyer referral service (that you can Google).
