It really depends on what you need. Obviously 911 for an emergency, 255-5555 for a non emergency but some administrative or process questions wouldn't be able to be answered when office staff are out. I would try the non emergency number
Call whatever law enforcement agency that covers the location you are referring to when it is happening.
Call 255-5555 and explain your situation. A detective will call you back.
Call the non emergency number and ask to speak with an officer.
They send a deputy to check on them on a regular basis and offenders also are required to check in and notify the BCSO if they move. Failure to do so will result in an arrest warrant being issued for failure to notify address change.
It's on private property, you have to tow it yourself. Some tow companies will charge the owner instead of you.

You can come to the magistrate's office and they will be able to tell you if you have a warrant. The magistrate's office is located in the Detention Facility
Property collection is a civil matter. Law enforcement will not assist without a court order. Use a neutral third party to help collect the item (mutual friend,etc.). Or, you can send a certified letter requesting that the person release (ship) the item to you. if not then you can secure a criminal summons for them as depriving you of your property is larceny. Summons are obtained from a magistrate.
