Very bad service, call thousands of times and they do not answer, one has to come and they are very heavy just because they are sitting there. Bad service because they are talking to you and eating

Hello. The Costa Rican Embassy in Washington DC does not have parking. But, you can park at the edge of the street with some Ticket machines that you will find there.

I don't think this vaccine is needed. You must make sure by calling the Costa Rican embassy

My wife is Chinese Citizen living in USA on a green card. Does she need a visa to visit Costa Rica?

No she doesnt. Green cards and valid visas for at least 6 months are excempt
