The last time I checked it was 2 years, but see if you can get on the list because a lot of times people that are waiting ahead of you find other places. You're going to have to call the office to see if they're accepting applications, there are also low income properties in Midlothian, Alvarado . They are listed as rural housing
Pet friendly yes, not sure about an apartment available.

I don't know that you can. Just Google the housing authority an it should show you if you can. I'm not sure they are excepting applications right now.
