You have to go personally to Central Missouri Community Action Center. They will do utilities but not rent. I don't know anyone in Columbia that will pay your rent.

Google maps it. Should help you find it. If you put it in their mailbox they will get it and process it quickly. Call your electric company and let them know that you are waiting for them to help you pay it. They will work with you and give you more time. I hope this helps you.

They will get you into a homeless shelter. You have to go through Columbia Public Housing Authority.

We do not have immediate rental assistance. We are the Section 8 Office for the counties of Cooper, Howard, Moniteau, Cole (but not the City of Jefferson), Callaway (not the city of Fulton), and Osage counties. We are accepting applications and our wait lists are moving, but it takes several months. If you are in Boone County, Turning Point at 702 Wilkes Blvd., 573-449-4363 may be able to help you with more immediate resources.

I don't think they help with your water bill but they do help with your electric and/or gas Bill's including propane.
