We were there mid June, water was still high, swimming beach area closed, boat ramp on the point closed, Mariana open, and all electric camp sites appeared open, but less than 20% of the sites in use.

Don't know about state park, but we had reservations for one of the Corp of engineer parks and they refunded our money since they are closed because of the high water

Not sure when but they do do movies at amphitheater and they are free if you are camping there

During busy times you do, but we went off season without a reservation and they let us stay.
