I was on my bicycle come home from CSU. I was in the neighborhood when I noticed a man in a black car pointing what I thought was a gun at me. It sent panic through my whole body. I jerked my bike and almost fell off. Then I realized it was an under cover cop pointing his radar detector at me. There wasn’t a car behind me so I knew for sure he was pointing it at me. In the future please don’t point the radar detector at cyclist or walkers.

The relevant statute is Section 42-4-239, C.R.S. Nate Grimm is correct that the fine is $300 for a first time offense unless texting causes bodily harm, in which case is it is punished differently. This statute also states the officer must see the use of the cell phone occur "in a manner that caused the operator to drive in a careless and imprudent manner." Motorized Bicycle/Mopeds/Scooters Motorized bicycles, commonly referred to as scooters or mopeds, vary in power and options. As mentioned above, a motorized bicycle has an engine size up to 50cc and has a maximum speed of 30 mph. They have headlamps and tail lamps, a horn or bell, breaks, an automatic transmission and an attached seat. Motorized bicycles may only be operated on private property and roadways; not on sidewalks. They cannot be legally operated on interstates or on controlled access highways. They are licensed with a visible sticker rather than a license plate, and they do not require vehicle insurance coverage. However, the operator must possess a valid driver’s license. Motorized bicycles must follow the same traffic laws as any other vehicle on the road but they must drive as close to the right hand side of the road as possible. In some areas this will be within the designated peddle bicycle lane. In short, yes you can as long as you have a valid license.

Drinking on private property is legal. Your yard is considered part of your property (unless its in a common area like a duplex/town homes). So police probbly wont bother you in that sense. Now if you have alot of people over and are creating alot of noise and problems, on public property at all (public intoxication), or doing anything against fort collins code then theyll get involved. And if they get involved at all their probbly gonna want to see id's to make sure everyone is 21. And if anyone isnt who ever is hosting the get together is responsible and to an extent the minor. (Im not part of/ Related to FCPD, Nor am I a lawyer or have any law schoolings, and as such what i have said is up to YOUR interpretation.)

What are the rules for a two way stop? We live across Turnberry Road in Maple Hill with access from Country Club Road. There is a question about right of way. Are the rules "whoever was first has the right of way" apply here?

Has anybody had luck here in Fort Collins getting officers to successfully respond to traffic complaints? In three years of calls -over 60 calls- about racing motorcycles, our neighborhood HOA and surrounding neighbors are at a loss what to do.

Now thats far from truth. I know this answer is coming late in relation to the time the quest was asked. But here is a better and LEAGAL way to take care of this issue. First off does this neighborhoods HOA maintain the road if so that probbly means they "own" the road. Install speed bumps/ dips. Secondly have someone sit out side and record a video/ take a picture of the LP of the accused or leave a dash cam running in a car with a good vantage point of the rider and plate, DO NOT UNDER ANY CIRCUMSTANCE CONFRONT THEM. Submit a formal written letter to the PD chief. Approach the city in a town meeting. Or set up a meeting with the Cheif of police. Or even reatch out to the sherriffs department. If you do anything mentioned by Brock Samson you will probbly go to jail, with charges ranging from attempted murder, premeditated murder, vehicular manslaughter, assault with a deadly weapon, assault, harrassment ect.
