Yesterday, our family laid to rest, our 99 year old father at the Bushnell National Cemetary with full Military Honors. All who participated and officiated treated us professionally, courteously and with genuine care. We could not have hoped for more. Florida National Cemetery offers cremation burials above, in ground, or scattered along with casket interments for eligible military veterans and their eligible dependents. Memorial commital services can be scheduled as well for prior burials. More information can be found at www.cem.va.gov

You can have the letter of preferred cemetery, but not reserve a grave site.
From what I understand, they leave them on the gravesite for 24 hrs and then remove them. No permanent planting allowed.
