The wait time is ridiculous

Had to replace my windshield due to a big crack. Took off the transponder but will not stick to new windshieldwill , Still have a balance on the old one. Can I transfer the amount to a new transponder and how ? Use the same old account ???

It's not a fine it's just more expensive to use Toll by Plate because they bill you. I prefer it because I don't use Toll roads enough to justify buying sun pass.

Sticker transponders cannot be moved from vehicle to vehicle. Hardcase transponders can be moved from vehicle to vehicle as long as the license plate number for each vehicle is listed on your account and the transponder is properly mounted.

This could be one of a few things. 1st, the card on file could've expired..2nd, The debit card used didn't have enough funds and 3rd, you never saved the card on and you could have forgot to add funds. This is why having Auto-Replenishment, will keep you from lapsing.

I've updated my account 3 ways: by phone, online and in person.

This has happened to me on more than one occasion and in various cities across the US. And I never received a bill. My belief is that Sunpass can tell that a rental car used that lane...after all the tag is registered to a rental car agency. And they probably expect tourists to use those lanes by mistake. So it's very possible the rental car company will pay the bill. Don't quote me, but like I said, this has happened to me at least 5-10 times. Hope this helps.
