Though it says on their site that the museum is open. It was closed. You can view some art pieces from outside.

The best photos of the light-well I've seen are in a book, "Heart of Saint Paul," about the Pioneer Endicott building. Looks like you can get the book directly from the publisher: https://www.upress.umn.edu/book-division/books/heart-of-st-paul
There is metered street parking nearby, and easy access to various parking ramps in close proximity, but there is not a free parking lot dedicated for museum parking.
Yes! Admission is free. The museum is currently closed for construction, but will be open to the public beginning December 2, 2018.
