Yes there is a huge kids library section. There is always a table set up for a craft, 3 kids computers and available tables in the back. Big areas for them to play as well.

A Westminster library card costs nothing. 16+ need a valid driver's license/picture ID, phone number and email. If the address is not correct on the ID you need to provide a piece of mail or digital bill with current address. 15- need to be present with a guardian and the adult's info will be used.
