I waited 45 minutes just to get an appointment, then the phone clicked off. No one will answer the phone! If the government is that busy, they need to hire more people. Its not like they don't know when tax season is.

When my ID was Shanghaied I was stopped by the guard at the IRS. He quite gracefully assured me that calling the 800 number was my ONLY OPTION. And right he was! You can get help here in Dover, but it is by APPOINTMENT ONLY.

Yes. The guard pointed out they are on a shelf. After you enter the shelf is on your left. Don't forget to ask your friends if they need any!
The guard there pointed out an 800 number from a brochure. The appointments are made thru some national call center. Look for that. Sorry I couldn't be more helpful.
