Yes the only day they're closed is on Thursday.
There is no fee to use the park itself. There is a fee to ride the trolley, though it was free on Tuesdays at the time of this writing. If you go to the conservatory, I would expect a fee. Checking their website will give you their most current information.
After 10 on? Steve Bird I definitely know it's not free to have a wedding there..
