This office has no one operating it during posted business hours. I came in with a package to mail at 9 am - door was closed, no human inside the building.

Yes you can. It's a small post office but you can get in-and-out real quick
It's a small town thing I guess. If you live close enough to the post office then you have to pick up your mail. They wont deliver to your house. Not sure what the official reason is.
