Independence Hall is where the USA was born with the signing of the Declaration of Independence. Informative tours of the building are available. However, even a walk around the outside is inspiring. Across the street is the Liberty Bell. This is a must-tour section of the city for residents and tourists alike.

Tours are free. To visit the Liberty Bell, which has a fantastic historical informative walk through, you just enter. In order to visit Independent Hall you must first get your free pass at the visitor center located across the park. Not the most convenient, but it is free and well worth it.
There were significantly more than 75 people when we went, but broken up into tour groups
Reserve a parking spot in the lot under the visitors center. It's about $18-19 per day. Fills up quick supposedly, that's why reserving is best.

Early in the morning. Independence Hall is packed on a good day, double so on weekends. Best to get there as it opens.
Independence Park is in the heart of downtown Philadelphia. Parking is difficult and expensive for a standard car; I did not see any RV parking at all. The closest campground that accepts RV is a KOA in New Jersey.... I have never been there.

I know they offer discounts for seniors and students over 18 with ID but not sure about free pass. Full price is only 25.00 and good for 2 days.

Not sure but the on-site Rangers are really helpful when I visited. Have a look in their website, they should have this under their FAQ's section.
Those are free, but usually have waiting lane to go in.
