Independence Park is in the heart of downtown Philadelphia. Parking is difficult and expensive for a standard car; I did not see any RV parking at all. The closest campground that accepts RV is a KOA in New Jersey.... I have never been there.

No place near the park to camp. It's in downtown and parking is tight.
Parking as close as you can outside the city and then taking Regional Rail in would probably be the most feasible option
