Tours are free. To visit the Liberty Bell, which has a fantastic historical informative walk through, you just enter. In order to visit Independent Hall you must first get your free pass at the visitor center located across the park. Not the most convenient, but it is free and well worth it.

I pretty sure senior pass works for discounts and public transportation has a home office at 1234 Market St. across from Conversation Center
