I’ve lived here for a couple months and the turn over rate for the apartment managers are really high! Terrible service

It is not subsidized. I have had a bad experience with them already and they are crossed right out for me. It says on the website an application is 50 dollar fee not per person or anything. So we did an application. It said "Thanks! Someone will contact you within 72 hours." And it turned into 3 weeks. I couldn't reach anyone. Not by email, not by Facebook, not by phone, not by website communications - nothing. So I sent my dad in there since he is local. He asked what the problem was because I was scared we got scammed again. (Happened twice) and she said "are you the applicant?" He said no. She said "well I can't speak to you for privacy reasons." He asked if he could give her my number and someone call me to tell me what is going on and she said no. So he said ok...and left. He called me to tell me his attempt was unsuccessful. So finally the next day the property manager called me and told me my dad was rude to her office employee and taking ZERO accountability for the wait and me pretty much being ignored as my messages were read but not responded to on Facebook. My dad is never rude to people as he's just a very professional person in general so I knew that wasn't true and she said my application didn't move forward because we didn't pay $100... so 50 per adult. I told her it wasn't specified and I wanted my money back or I will dispute with my bank. She said ok fine email me we will give it back - still haven't heard back it's been another 2 weeks. Their website STILL doesn't specify its 50 PER PERSON and she also told me if your credit isn't perfect they won't select you. Really disgusted.

I'm going to 2nd the first answer you received - especially you being "new to the area". I can't specifically speak to the owners being "slum lords" as they ARE trying (however, nothing is working as of Jan. 2020) to *clean the place up* per se, but NOT being new to the area, I THOUGHT this would be a safe / pretty peaceful place to live ... I can tell you that I have resided here for for several months and although it is better than being HOMELESS, it is a VERY UNSAFE AREA especially at night. The Police are here just about EVERY DAY for things such as constant domestic violence, drugs, assault, the KIDS/TEENS COMPLETELY overrun this place and have keyed SEVERAL CARS including mine, frequently let air out of tires, bully the few children who ARE being raised and "chaperoned" while at play, there are CONSTANTLY people hanging out (in "groups" in the far back parking lot drinking alcohol / smoking.) Very "shady" people, stealing going on - NOT A SAFE COMPLEX - wish we would have known.
