I called City Hall on Friday at 3:00pm. I got no response. My call was pertaining to the next day's March. Is it the Federal building or the Dauphin County courthouse? NAN says Federal building, article on Penn Live says Dauphin County .Doesn't anyone work there after three pm?

On specific zoning it probably is. Halfway houses are permitted in some places, however it would need to be a good proposal or it would likely face neighborhood opposition.

Call the 311 number if you would like the Mayor to officiate once you have secured your marriage license. Otherwise you need to check in with Dauphin County to obtain your license.
