The NYC Office of the Chief Medical Examiner (OCME) is likely the ONLY government office in the city that is run efficiently. From my experience, they are an office that you hope you never have to deal with, but if you unfortunately have to, they aren't just helpful but also very respectful. Keep up the good work!

The Medical Examiner's office would only be able to provide you with the cause of death. Assuming your brother is a blood relative you can request a copy of his autopsy from the Medical Examiner's office by filling out the form on their website and mailing it in to them. To obtain the police report which would contain names and information on who and what happened, you'd have to request the associated police report from the NYPD.
The Office of the Chief Medical Examiner offers college level internships. As far as pathology is concerned, they do offer a fellowship program after you complete medical schooling and a residency.
The Office of the Chief Medical Examiner determines causes of death, and identifies unclaimed or unknown remains, they do not provide medical services and insurance would be irrelevant to theor scope of work.
