Budget is always among the lowest priced car rental agencies. I did have one complaint on my recent rental. Upon returning my vehicle to the lot I asked for a receipt. I was told that I had to go to the office to get one. In the past the person checking in the cars has always been able to print one. It was somewhat of a nuisance to have to go at least 100 yards to the office while wheeling my luggage to get my receipt. When I asked about it, I was told that the attendants didn’t like having the small printer device on their hip. This inconvenience cost you a few stars.

Worst rental experience ever. We got a flat and Budget had placed a lock nut on all wheels to prevent customers from changing the tire to the spare. The rental needed to be replaced which required a tow of the original vehicle. Budget drove us to an airport in the opposite direction of where we were going for the replacement vehicle. Once we got there, Budget refused to give us a new car until the one with the flat was towed there. It was not picked up for over 8 hours. We were hungry, tired, and essentially trapped in the Budget service area at the airport. The manager at Budget did not know how to contact upper management. The car was eventually towed but lost by the Budget tow service. Budget eventually found the car A WEEK AND A HALF LATER!!! Per Budget policy, I could not get the contract closed until they find the car that they lost. It was traumatic how incompetent and insincere Budget personnel treated us and how Budget's policies are structured. Several requests to transport us to our final airport destination were dropped. I spent at least 4 hours on hold or waiting to talk to a representative. We were eating food from vending machines. This trip was meant for both leisure time as well as to spend quality and important time with an ailing mother with dementia. We were not able to visit her that day due to Budget's hideous policies and customer service. We were eventually driven by Budget to our final airport, missing scheduled time and dinner with the family. Any sense of relaxation was ruined by this experience.

I have a French driving license and never had problems to rent a car in any state in the USA. If you rent for more than 3 months then you require an international driving license

Remote but door to door service by free shuttle. Each car rental vendor has there own shuttle. Just walk out of baggage claim and you WILL see the signs.
There is a one way rental agreement .. I.e. pickup at IAD and drop at DCA or reverse .. But you have to agree on terms from the beginning. And drive more than 80 miles or they system will charge something
