There is a one way rental agreement .. I.e. pickup at IAD and drop at DCA or reverse .. But you have to agree on terms from the beginning. And drive more than 80 miles or they system will charge something

The charges will be up front and you can return it to another location as long as the rental company is at that location

Your contract is to return the car back to its point of origination. Any breach of contact will result in fees. It may be cheaper to return to IAD and uber to Reagan.
