Disappointing neglected looking park that should have some love from Panama City Beach government. Tiny signs announcing the park. It would look beautiful with some landscaping! There is plenty of parking. Large bathrooms. Ramps that lead to beautiful beach.

Hi Robert. Richard "Rick" Seltzer was an Air Force pilot who later became chairman of the Bay County Board of Commissioners. According to records online he died at the age of 50 on March 6th, 1998, though I cannot find an online version of his obituary. His mother's obituary has more information about him: http://m.legacy.com/obituaries/newsherald/obituary.aspx?n=virginia-w-seltzer-ginny&pid=139772105&referrer=0&preview=True If I recall, the plaque outside the park has a date of 1998 on it, though it doesn't give much background info, and the park is much older than 5 years and has not been recently renamed/dedicated. So unless your estimate of his date of death is off by about 15 years, this is unlikely to be your friend. Best wishes that you can find him.
No it is not a dog friendly Beach. We have taken hours out there super early in the morning or later in the night and no one has messed with us but technically they can fine you for bringing a pet in that area. There is a dog friendly Beach down in front of Pier Park though!
Free to the public. Pretty nice place to park and bring a telescope. Really dark spot at night so star gazing is at its best here. Even on clear nights you can see Mars if you have a really really good telescope. I'm talking one maybe $400 and up not anything really to fancy. But watching meteorites hit the moon cause this spot is so dark just puts you in a different kind of mood you know. Watching them explode hitting the moon is just magical!!!
No not a Rick Seltzer but there are public nets by Russell Fields Pier by Pier Park.
I didn't see any when we were there. I would say probably not at this location. But you could call Chamber of Commerce and ask.

Figured it was probably from the storm just curious as to its a state Park so u would think it would be ready for the summer vacation visitors especially the bathrooms

No it's a county facility, just like the peir, and they don't allow it. This location even has a sheriff's suboffice on property.
The only places dogs are allowed on the beach are at the dog beaches. There is one across from Pier Park .
