The Gallivan Center is a open area venue. Access/Entry and things such as food, drinks and vendors are dependent on the event and/or organizers. Poi, sticks or other like items would be dependent on the event

I would not advise to bring your dog during a concert at the Gallivan for a few reasons. Usually during concert time it is packed full of people, loud music, people cheering, and there are signs that says keep dogs off the grass.

The Box office opens between I believe 9 o'clock in the morning to about 5:30 or 6:00 at night the actual building I think opens about 9 o'clock also

Depends if you are going for an event or not. If your are coming by on hours no event is happening, then yes. But, if you are going to an event such as Twilight Concert Series then no (per the twilight website).
