We have the Cateye Padrone computer that can be programmed to nearly any wheel size. They're about $55-60. I just checked the online manual and 16" is in there so it is confirmed to work. It is wireless so the computer won't yank off. It comes with all mounting hardware and installs with no tools at all. No they don't carry used bikes. They have an array of reasonably priced road bikes and city cruisers. Go by and check it out, the employees are super helpful.
