No, but there are plenty of areas, even on Saturdays, there can be a lot of people, normally not congested. Cameron park has different areas.
Many do. Be mindful of the disc golf course at Cameron Park and do not set up in a location that would interfere with people playing disc golf.

Proctor Springs is a tiny water hole. Water is about 4ft deep. Circumference is about the size of a small bedroom. Water is sooooo cold though!!!
They say that the witches castle is, and the manor/park at top of Jacob's Ladder. Plus there are many local stories about lover's leap on clear nights

Agreed, certain times of the year it would be fine, but with all the rain and extremely swift currents, I would not swim in it.

It's first come first serve unless there is already a rental there. If not then Lawson Point, Lovers Leap, Mouth of the Bosque, Proctor Springs, and Rock Shelter are $100 a day. Redwood Shelter, Pecan Bottoms, Anniversary pavilion, and Miss Nellie's are $200 a day.
You would have to contact the city of Waco for park and recreations and tell them the exact location of the part you are wanting to rent and for how long if there's gonna be any electricity or water that needs to be used then they will give you guys a "quote estimate 😊👍
I've seen people do this at that spring, and there are loads of pseudo-scientific claims that spring water is safer. However, the truth is it's not ever a safe thing to bottle ground water without testing it for bacteria and contaminants.

Multiple playgrounds and splashpads throughout the park, exploring the trails, fishing, hiking, biking, jacob's ladder will wear them out good and they have plenty of room to run and play in a safe environment. Park Rangers are on duty for safety as well. Great family outing destination
