Is it me or is it every year the water bill goes up 40 dollars and they blame it on the water company. My water is higher than my light bill

My son's farther just said the same thing yesterday. And then it's like they keep the sprinklers on all the time.

If you're a current resident who's been here over 8 years and you're attempting to move into a larger apartment and have paid a 250.00 deposit to hold the new apartment, when is this reimbursed? Also are there any perks for ten plus year residents?
