Clean it yourself rent a carpet cleaner st Walmart
Unfortunately that is not true electricity is provided at this partment complex and can be a part of your bill along with your water so it's not all bills paid but you can pay all utilities to the apartments or you can choose to go get your own electricity provider give me more questions let me know and I bet you will pay a deposit here but I think it's worth it I enjoy my apartment
