I was in that building a couple weeks ago. I overheard a girl trying to get a new license. But all the offices downtown were closed and probably still are. Security said she would have to go to an office in the suburbs. Even the Thompson center office is closed.

No you have to go to 17N State Street office for Apostille of any documents. The cost is $2 per document. The document need to be notarized by a Notary. The notary must notarize showing their full details. There is a template that is available at the 17N State office. Please collect that format before you notarize the documents. The office is not busy in the morning and you may complete the process in less than 20 minutes.
