I live about a hundred yards from this post office and their trucks make noise all day and night; backing up, blowing horns, etc. Any suggestions on how to deal with this? And don't say earplugs.

Sound proofing. It will probably be costly but you could soundproof the side of your home facing the PO. If they can soundproof airport hotels they can soundproof your house.

You have to mail it priority. The clerk will let you know if it will get there. If it's to the other side of the country it won't make it.
