Yes, but it's probably not the ideal place to fish. It's a nice park, but for fishing specifically you can find more dedicated parks.

I believe dogs are allowed as long as they stay on the side lines. I don't believe dogs are allowed on the actual playing fields within boundaries of play.

When we were there, the bathrooms were locked, but there were portapotties. Not sure if that was a temporary or longer lasting situation.
No they do not but you can do fishing with a valid approval
Yes they are paved and go around the lake, as you run you pass by the two parks, gazebo, bathroom and picnic area, etc. It is out in the open, in direct sunlight.

In the past, in September, they have had a big concert/vendors & kids activities. Not even sure when the kids playground opens up
I read the bulletin board...it doesn't say anything about such activities but metal detection involves some digging, that they may have an issue with .
